SUMMARY: The Congestion Management Program (CMP) was created in response to the passage of Proposition 111 in 1990 and was intended to address the impact of local growth on the regional transportation system. It links local, land-use decisions with their impacts on regional transportation and air quality and aims at developing partnerships among multi-modal, transportation decision-makers.
